if you have photoshop you open the image you want to alter, pull down filter (top row) flick down to watercolour and hay pressto it changes it. go to file drop that down go to save as put a name in and it will save it as that and the original one stays the same as it was before. does that help
Photoshop for the watercolour, it's in the filter menu. I think you would then need to print out on to a canvas type of paper, or watercolour paper is really what would work better. Be careful the watercolour effect doesn't warp the photo too much, it can look too digital.
