I enjoy playing about with photography and my photos, I really love these photos that are black and white but 1 thing is left in colour, for example, say a child smelling a flower, the photo is black and white but the flower is red. Picnik, FotoFlexer or Lunapic are great all round web based and FREE editing tools. Adobe, makers of the expensive Photoshop, now has a free website version in Photoshop Express. If you need/want more features downloading GIMP is a great options. Still free, but you have to download the software. There are also free tools to add text blurbs, to make collages, to put your photo into other images. There are a number of tools that allow you to put the image of a face into other photos for some fun creations. Check out the links below for more ideas.

GIMP is a pretty awesome photo manipulation suite in the same vein as photoshop, but is completely open source freeware.



There are a bunch of tutorials you can find through their site and through search engine searches on how to use the different filters to get the effects you want, but the best thing to do is to just read up a bit, and start playing with them (and obviously don't save over the default image when playing with everything, otherwise you could end up losing the original pic).

After reading your question and the details you offer, I can deduce that you are not a digital designer of images. So your questions is surely focused on something easy to learn/use. But I will recommend you the hardest but the best! My recommendation is that you use Adobe Fireworks CS4, Adobe Illustrator CS4 or Adobe Photoshop CS4 Extended. They are available in the Adobe Creative Suite version 4. This is not free software, but you need to pay for the license in order to have the legal permission to use it. If you want to do great things designing or modifying pictures or any kind of images, these are your best options, but it is more difficult to learn/use than other free tools like webpages where you could upload pictures for modifications for example, etc. But if you learn Photoshop for instance, you could do quite a lot of things with images, that I better tell you try it, instead of describe all possible things you can do. You can discover it yourself and I think you will love it once you learn to use some of these wonderful tools.
