I'm not sure you can open it in ';MS Paint'; but try opening it in that and then saving it as a JPEG.
Use the photoshop program to open the psd file and save it as jpeg.
GIMP will open PSD (Photoshop) files. Then you can save them as a JPEP/JPG. GIMP is free/open source. www.gimp.org
