Can I change monochrome photos to colour with Abobe Photoshop 7, if so, how?

You can change the colour mode (look for ';color mode'; in help), but it won't make colour appear, it'll still look the same but now be in a different mode (depending what you choose - I recommend 24bit RGB) instead of monochrome (8bit gray). Hope this is what you mean. Can I change monochrome photos to colour with Abobe Photoshop 7, if so, how?
Yes.

First make sure your image in RGB mode (go to Image -%26gt;mode-%26gt; RGB) and try colorise your black and white photo by pressing ctrl + U (Hue/Saturation) and change the value that suits your picture.. well this is not the perfect way to colorise the photo, but this is one of the way that works!
From COLOR to MONOCHROME is easier.

But from MONOCHROME to COLOR involves ';Painting'; the image ';By Hand';.

You would need color photo images of similar items (or a good color pallet) for a reference to ';Copy or Borrow'; the color.

Then you would have to take the time to ';tint in'; the color to the image. If the image is a COLORED MONOCHROME (and not Black %26amp; White, you should first convert it to Grey Scale.

Or you COULD use COLORIZE the entire image until you are satisfied with a color and REMOVE what you DONT WANT. (This would be done in LAYERS)

But there is no AUTOMATIC way to change it,
u have to colorize by selecting some area and use either image-adjustments-variation or image-adjustments-color balance.in variation u can select the more blue, more green,...etc to colorize the selection.in color balance u have to increase the RGB values in all the highlight, midtone, shadows.

in either way u have to work part by part of the picture.ironically it is tidious and also it won't look natural but somehow a good practice makes it possible.(there is no single click colorizer in PS).
