open the photo on photoshop...
(in color)
convert it to black and white ( ctrl shift U)
then use the history brush to color in whatever you want....

Single colour effect on black and white photos?
I have seen photos around that have a certain colour singled out. Like a pink dress on a girl with everything else sepia. How can I change photos to be like this on Photoshop Element 6.0?Single colour effect on black and white photos?
