Is there a program that can change photos into ';hand drawn'; pictures?

I have adobe photoshop7 and paint shop pro 7 and i found out that idon't know how to use them to their full extent and i wanted a program in which you can convert photos into art...Is there a program that can change photos into ';hand drawn'; pictures?

I think GIMP can do that. That is a open source program, is almost like photoshop.
