Well I want to design my photos,change them .....Just play with them and learn how to make them better..Change colours,add glitter and lyrics....I am just beginner so can you please help me?What programs are the best for changing and making pictures?Like photoshop?

you can also try some online photo editors such asfotoflexer and picnik (lots of effects), pixlr (fairly advanced) or pixenate (simple and fun)

I use photoshop, there is always tools out there you are able to download and play around with
GIMP . it's open source and free and does exactly what photoshop does . try it : www.gimp.org
There are lots of photo editors out there. I recommend Paint.NET

GIMP is also good.

I don't know of any programs that let you ';add glitter,'; but i'm sure there's a way.
