The above answer is right for the full version of Photoshop (Photoshop CS).

If you have Elements: from within the Editor, bring up the ';File'; menu and select ';Process Multiple Files ...'; You'll get a dialog box which should be fairly self-explanatory.How do you apply a resolution change to all open photos in photoshop?
What you could do is create an ';Action'; by clicking ';Window'; then ';Actions';. Click on the little arrow on the top right hand side and click ';New Action';. Perform your resolution change on the image, then click the ';Stop'; (square button on the bottom left of the actions window). Now your resolution change has been saved.

Now click ';File';, ';Automate';, ';Batch';. Under ';Action';, choose the action that you created. Choose ';Opened Files'; under ';Source';.
