How to change a photos coulor while taking it.?

I am really begining to get into photography and I have a Panasonic DMC-FZ18 camera. I was wondering if it was possible to do this kind of effect with it.

See the way the coulor is kind of tinted? I would like to do that. Is it possible with my camera and if so how would I do it?How to change a photos coulor while taking it.?
That sort of effect is much easier to achieve back on a computer with Photoshop or PaintShopPro etc. You can then experiment endlessly - the first rule is ALWAYS work on a copy file, so you have the original to copy again if you mess up. You don't need full Photoshop at several hundred pounds, Elements would do at about 拢50. Your camera will certainly give you sufficient quality image to start working on. Try going with a dimmer flash, and a slower shutter speed to white-wash the film. This may be hard to do with a digital camera. A better way to do it is to take the picture and then edit it later on a computer using Photoshop, GIMP, or even simple editing software that may have come with the camera.
