How can I change this photo size and format?

I'm trying to upload a picture that I've scanned. I scanned it and then tried to save it as a PDF, and it successfully saves as a PDF, however the size it 515 KB. How do I save it like this and change the size to be under 500KB?



The file cannot exceed 500 KB in size and should be in .doc, .wpd, .rtf, .xls, .pdf, .docx, .xlsx or .txt format.

Load the image into a paint program of your choice, save that image as a *.jpg. Then dump that image back into the software that creates the PDF
