Go to Photoshop, then go to Filter and you could either choose Brush Strokes or Artistic. There are a lot of choices there (fresco, paint daubs, watercolor, dry brush, etc.). Then you could also adjust the details, texture and the brush size so you could more or less have your desired output.

Theres a few features in photoshop that allow you to make a photo look like a sketch or a painting...
take a look.

Snap art by Alien Skin is extremely powerful. Incredibly beautiful results.
There is a filter in Photoshop Elements (and I assume in real Photoshop) called ';Dry Brush'; that will let you do this. All you need to complete the effect is a proper print, which is available from Mpix and other cources.
